Before a proposed project can undergo a federal environmental assessment and regulatory review process, the project proponent is required to submit a Project Description.
A Project Description is a document, prepared by the proponent of a proposed major resource project, that provides details about the key components and activities associated with the project, as well as the anticipated interaction between the project and its environment. The information provided in a Project Description is required by federal authorities to determine whether or not a particular project, or a component of the project, will require a federal environmental assessment (EA). It is also used to determine whether or not a particular project will be coordinated under the MPMO process.
Before submitting a Project Description, proponents should refer to the MPMO's Guide to Preparing a Project Description for a Major Resource Project for a detailed description of the information that should be included. The Guide outlines the specific information that federal authorities require in order to determine whether or not a federal EA process will be initiated. It was developed by the MPMO, in collaboration with other key federal departments and agencies that are responsible for the regulatory review of major resource projects
Proponents are also strongly encouraged to engage MPMO officials before submitting a Project Description. Experience shows that early engagement results in a more timely and predictable regulatory review process. The MPMO can play an important planning and coordination role prior to the formal submission of a Project Description, and can help ensure that unnecessary delays are avoided.
Once a proponent has completed a Project Description that includes the specific information outlined in the Guide, the document(s) can be submitted electronically using the MPMO's online submission form. The process is quick and easy, and a proponent will receive instant confirmation that their Project Description has been received by the MPMO.
